Risk Management with Nature-based Solutions (NbS): Solar Energy and Territorial Planning in Vulnerable Communities of La Guajira
Abstract
This study analyzes the integration of Nature-based Solutions (NbS), solar energy, and landuse planning as tools for risk management in vulnerable communities of La Guajira, Colombia. In the context of high exposure to extreme weather events and energy poverty, the research applied a methodological approach combining hydro-meteorological analysis, GIS tools, and multivariate statistical techniques to assess the viability of photovoltaic systems in the region. The results show that La Guajira has high solar potential, with radiation values exceeding 700 kWh/m² in certain periods, although thermal conditions pose challenges for photovoltaic performance. A weak correlation between variables such as temperature, wind, and solar radiation was identified, indicating the need for more integrated models. Furthermore, the study highlights the critical loss of mangrove ecosystems and the fact that 100% of the municipalities are at risk of water shortages, underscoring the urgency of adopting NbS in territorial planning. It is concluded that the combination of NbS, renewable technologies, and spatial planning increases climate resilience, enhances energy security, and protects strategic ecosystems. The study recommends the adoption of integrated and participatory approaches that connect technical, environmental, and social dimensions in vulnerable territories.
