Formulation of Strategies to Optimize Decarbonization in Transport Companies with Outsourced Fleet. Case Study.

Abstract

When Colombia signed the Paris Agreement, it committed to reducing greenhouse gas emissions by 51% by 2030 and becoming carbon neutral by 2050. In this sense, the land transport sector, which accounts for 12% of the country’s emissions, faces major challenges. This research aims to serve as a guide for transport companies that operate with a predominantly outsourced fleet to find alternatives to implement actions focused on achieving the decarbonization goal. Mixed methods research was conducted, including 381 surveys of truck drivers and semi-structured interviews with transportation company executives, freight generators, and national experts in the field. Practical alternatives to vehicle electrification were evaluated, considering the constraints associated with fleet outsourcing. The analysis showed that the most effective measures involve a combination of short-, medium- and long-term strategies. Key actions include: increasing vehicle utilization, reducing empty trips, promoting eco-driving, and introducing technology to measure and monitor emissions. However, barriers such as resistance to change, associated costs and lack of charging infrastructure remain. Surveys show that stakeholders are reluctant to take meaningful action without clear incentives. Sustainability is recognized as a priority in the sector, but its implementation requires a more active role for government to correct market failures, provide incentives and promote public policies. It is recommended to start with low-cost measures such as eco-driving training and logistics optimization, while working in parallel on the transition to clean technology fleets. Sectoral cooperation will be key to meeting national climate commitments.
