Problematic: The “Pueblos Mágicos” Program (PMM) was an initiative of the Mexican Federal Government, which through financial support sought to accelerate tourism to geographic areas that were attractive, in order to promote economic and social development. And although in many cases it has been successful; this work exposes the case of Huautla de Jiménez in Oaxaca, a Mexican municipality that according to the perception of the respondents, such goal was not achieved. Objective: To present the opinions of tourists, businessmen and residents regarding the efforts of the municipal government to create actions to attract tourism to the area. Materials and methods: This is a descriptive study, in which 399 people were surveyed, (145 city inhabitants, 110 tourists and 140 businessmen, plus 4 municipal authorities) conveniently chosen. Results: The responses of the surveyed reflect that the distinction of “Pueblo Mágico” has not substantially transformed the economic activity of the place, and marginalization and poverty continue to be pressing problems for the municipality. It is also evident that municipal administrations have not used the financial resources of the Federation to revamp and promote the economic activity. Discussion: In many regions of the country, the “Pueblo Mágico” distinctive has created economic activities that have allowed a level of social development. It is interesting to find a municipality that has not been successful and that poverty patterns that have characterized Huautla de Jiménez seem to perpetuate. Conclusions: The municipality has an imposing geography and a culture that attracts tourism; however, the struggle of political powers translates into the lack of effectiveness for the application of welfare measures. In addition, a training program is required for all those involved so that they improve the attention to tourism and consequently, the perception and monitoring of the use of financial resources of the Federation.
